The WORLD HERITAGE COMMITTEE establishes the sites to be listed as UNESCO

World Heritage Sites . It decides about inscriptions on the World Heritage List and the List of World Heritage in Danger, monitors the state of conservation of the World Heritage properties, defines the use of the World Heritage Fund and allocates financial assistance upon requests from States Parties. It is composed of 21 state parties that are elected by the GENERAL ASSEMBLY OF STATES PARTIES for a four-year term. According to the World Heritage Convention, a committee member's term of office is for six years, however many states parties choose voluntarily to be Members of the Committee for only four years, in order to give other states' parties an opportunity to be on the committee. All members elected at the 15th General Assembly (2005) voluntarily decided to reduce their period of term of office from six to four years

As of November 2013 , UNESCO members include 195 MEMBER STATES and 9 ASSOCIATE MEMBERS. Some members have additional National Organizing Committees (NOCs) for some of their dependent territories . The associate members are non-independent states. Three UNESCO member states are not UN member states : Cook Islands , Niue , and Palestine (Palestine is a non-member observer State of the United Nations General Assembly since November 29, 2012), while one UN member state ( Liechtenstein ) is not a UNESCO member. Kosovo was approved for membership by UNESCO's executive board in 2015, but the proposal did not receive the required 2/3 of votes in favour at the general conference. Natural Heritage
NATURAL HERITAGE refers to the sum total of the elements of biodiversity , including flora and fauna and ecosystem types, together with associated geological structures and formations (geodiversity ). Heritage is that which is _inherited_ from past generations, maintained in the present, and bestowed to future generations. The term "natural heritage", derived from "natural inheritance", pre-dates the term "biodiversity ." It is a less scientific term and more easily comprehended in some ways by the wider audience interested in conservation . The term was used in this context in the United States when Jimmy Carter set up the Georgia Heritage Trust while he was governor of Georgia ; Carter's trust dealt with both natural and cultural heritage. It would appear that Carter picked the term up from Lyndon Johnson , who used it in a 1966 Message to Congress

As of 2017, Italy has a total of 53 inscribed properties, making it the state party with the most World Heritage Sites. Sites in Italy were first inscribed on the list at the 3rd Session of the World Heritage Committee , held in Cairo and Luxor , Egypt in 1979. At that session, one site was added: the "Rock Drawings in Valcamonica ".
